Knight of the National Order of Merit - Officer of the Order of Academic Palms. Ph.D. in public law, Senior Lecturer at the Faculty of Law, Economics and Social Sciences of the University of Tours, he is an expert in local government law. Since 1998, he has been responsible for a master’s degree 2 on local administration. He has written articles on local governance. Being in charge of the legal cooperations in Central and Eastern Europe with the Universities of Pécs and Szeged in Hungary, with the Administrative Academies of Samara and Saratov in Russia and of course with the Universities of Warsaw and Lodz in Poland. He is the director of Lodz French Law School in Poland which delivers a French law degree and a master degree in European law. From 1983 to 2008, he was elected as a member for Tours City Council and for six years he was a member of the Centre Regional Council (he chaired the Culture Committee). For 12 years he was a deputy-mayor in Tours in charge of the cultural agenda. He has managed a legal career in Tours.

Researcher in Comparative Law at the Private and Public Law Centre on Obligations and Consumerism of Chambéry and member of the Constitutional Law Centre of Lyon III, his PhD deals with « The origins and development of the voting of the State’s budget in France and England ». Alexandre GUIGUE studied law at Savoy university and Pierre Mendès France – Grenoble II university. He is the author of papers on public finances, constitutional law and legal theory, and founded the legal review Jurisprudence, Revue Critique, now member of the Editorial committee. Through his research, Alexandre GUIGUE analysed the various legal events which lead to the transformation of local government in the United-Kingdom, from Ireland’s independence in 1937 to the autonomy of the Scottish parliament in 1997.

Senior Lecturer at the Jean Moulin Lyon 3 University since September 2010. Within the University, he belongs to the Centre for Studies and Research in Public Finance and Taxation (CERFF). He holds several degrees in French, English and Polish Law. In 2009, he obtained a Ph.D. degree with his thesis “Tax Treaty Abuse”. He is specialized in French, international and comparative tax law but his research extends also to local finance and to public finance in general.

Junior Lecturer and Researcher at the University of Lyon 3- Jean Moulin and leader of the Lyon 3 Sports Association , she is writing her Ph.D. on the evolving contradiction between administrative contracts and administrative police (Professor Sylvie Caudal, supervisor). Doctor of public law, she holds her Ph.D., her master’s degree and her bachelor’s degree from the University Jean Moulin Lyon 3. Member of the OLA research project, she also studied the French mayor’s role in the field of fire and safety services and church sit-in from a legal perspective. She lectures in administrative law of goods, general administrative law, constitutional law, public law contracts and liberties at the University of Lyon 3-Jean Moulin.
